Probably named after Hon. Edmund Phipps, (son of Henry Phipps, 1st Earl of Mulgrave), who became Clerk of the Deliveries of the Ordnance in 1812 as part of the government of Lord Liverpool and continued in office after Canning became Prime Minister in 1827. (He was still in office in 1830 when the post was abolished.)
